It's your first week in the US on H-4. You need an account for rent, a debit card and a place for your spouse to transfer money. And the bank asks for an SSN you can't get.
As of November 2, 2026, here is what federal rules actually require, and how H-4 spouses usually get past this.
- Banks must collect name, date of birth, address and an identification number before opening an account.
- For a non-U.S. person, the ID number can be a passport number and country of issuance.
- In these rules, a U.S. person means a U.S. citizen, so H-4 and H-1B holders are non-U.S. persons.
- Banks can open an account for someone who has applied for, but not received, a taxpayer number.
- SSA does not assign SSNs just for banking.
- People in the U.S. less than six months can give the bank Form W-8 instead of a taxpayer number.
Can you open a bank account without an SSN?
Usually yes. Every US bank must run a customer identification program, and the rule sets the minimum it collects before opening an account: your name, date of birth, address and an "Identification number" (31 CFR 1020.220, eCFR).
The ID number is where noncitizens get flexibility. For a US person it must be "a taxpayer identification number." For a non-US person, it can be "one or more of the following: A taxpayer identification number; passport number and country of issuance; alien identification card number; or number and country of issuance of any other government-issued document evidencing nationality or residence and bearing a photograph or similar safeguard."
And US person is a narrow term here. It means "a United States citizen" or a US-organized entity, and "Non-U.S. person means a person that is not a U.S. person" (31 CFR 1010.100, eCFR). So H-4, H-1B, F-1 and green card holders all count as non-US persons for this rule.
Why do some banks still say no?
Because the rule sets a floor, not a ceiling. A bank's procedures "must be based on the bank's assessment of the relevant risks," including "the various types of accounts" it offers and "the various methods of opening accounts." So a bank can ask for more than the minimum. If one bank says no, ask whether the branch can open the account in person, or try another bank.
Can the bank open an account while your ITIN is pending?
The rule allows it. A bank's program "may include procedures for opening an account for a customer that has applied for, but has not received, a taxpayer identification number," as long as it confirms the application was filed and gets the number "within a reasonable period of time" (31 CFR 1020.220). Whether your bank offers that is its choice.
Where do an ITIN and Form W-8 fit in?
Taxes. Banks report interest to the IRS, so they ask for a taxpayer number. SSA's manual explains the options: "The TIN may be either the SSN assigned to the individual, when applicable, or an ITIN assigned by the IRS" (SSA POMS RM 10211.615).
New arrivals have a grace period. "Aliens who have been present in the U.S. for less than 6 months are exempt from providing a TIN for banking purposes and should ask the financial institution for Form W-8 (Certificate of Foreign Status)."
What SSA won't do is give you a number for this. The same manual says the IRS "assigns ITINs for banking purposes to aliens not authorized to work who have been present in the U.S. for 180 days or more. However, SSA does not assign SSNs solely for this purpose." Our guide to the ITIN for H-4 spouses explains how to apply.
What should you bring?
- Your passport.
- Your I-94, printed from CBP's website.
- Your H-4 approval notice, if you changed or extended status in the U.S.
- Proof of your U.S. address, such as a lease or utility bill.
- Your SSN or ITIN if you have one, or proof that your ITIN application was filed.
If bills are in your spouse's name, ask the bank what else it accepts for address. A joint account is another route, but the bank still has to identify each owner under the same rule.
When does this get easier?
When you have an H-4 EAD or a green card. An EAD makes you work authorized, so you can apply for an SSN. Our guide to the H-4 EAD explains who qualifies. Until then, our guide to taxes for H-1B workers and green card holders explains when an H-4 spouse files jointly, which is usually when an ITIN becomes necessary. Our guide to the SSN on H-4 covers when SSA will issue one.
If you also hold accounts in India, the US has reporting rules for foreign accounts. Our tax guide covers the FBAR, and our guide to which spouse should be the principal applicant covers a different kind of planning for two-career families.
What this means for you
- Federal rules let banks accept a passport number from noncitizens.
- Banks can set stricter policies, so try a branch or another bank.
- New arrivals can give the bank Form W-8 for the first six months.
- After that, an ITIN covers tax reporting if you can't get an SSN.
- An H-4 EAD makes you eligible for an SSN.

Frequently asked questions
Can H-4 visa holders open a bank account without an SSN?
Usually yes. Under the federal customer identification rule, a bank opening an account for a non-U.S. person can accept a taxpayer number, a passport number and country of issuance, an alien identification card number, or another government ID with a photo. Each bank still sets its own procedures, so some may ask for more or decline.
Will the Social Security office give me an SSN to open a bank account?
No. SSA's operations manual says SSA does not assign SSNs solely for banking. It notes that the tax number for a bank can be an SSN, when you have one, or an ITIN from the IRS. An H-4 spouse with an EAD can apply for an SSN because the EAD makes them work authorized.
What is Form W-8 and when do I give it to a bank?
It is a certificate of foreign status. SSA's manual says noncitizens who have been in the U.S. for less than six months are exempt from giving a bank a taxpayer number and should ask the bank for Form W-8. After that, the tax number can be an ITIN if you aren't eligible for an SSN.
What documents should an H-4 spouse bring to open a bank account?
Bring your passport, your I-94, your H-4 approval notice if you have one, and proof of your U.S. address, such as a lease. If you have an ITIN or SSN, bring it. If you've applied for an ITIN, ask whether the bank can open the account while it's pending, since the rule allows that.
Can I be added to my H-1B spouse's account instead?
Often, yes. A joint account still requires the bank to identify each person, so the same identification rules apply to you as a co-owner. Ask the bank about adding a joint owner, and bring the same passport, I-94 and address documents you would use for your own account.
